In order to thoroughly implement the spirit of Guiding Opinions on Promoting the Deep Integration of Culture and Science and Technology (Guo Ke Fa Gao [2019] No.280) issued by the Ministry of Science and Technology and the Central Propaganda Department, implement the requirements of Opinions on Comprehensively Promoting the Digital Transformation of Shanghai City (Hu Wei Fa [2020] No.35), further give play to the supporting role of science and technology in cultural construction, and promote the deep integration of culture and science and technology, the following are formulated in combination with the actual situation in Shanghai.

I. Guiding ideology

Guided by the Supreme Leader’s Socialism with Chinese characteristics Thought in the New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second, Third, Fourth and Fifth Plenary Sessions of the 19th National Congress, thoroughly implement the spirit of the important speech of the Supreme Leader’s General Secretary on his inspection of Shanghai and the important speech at the celebration meeting of the 30th anniversary of Pudong’s development and opening up, take the brand of "Shanghai Culture" as the strategic guide, and build a socialist international cultural metropolis with world influence as the main direction. Promote the deep integration of culture and science and technology, comprehensively enhance the ability of cultural science and technology innovation, accelerate the transformation and upgrading of cultural industries, cultivate and expand new cultural formats, better meet the new expectations of the people’s spiritual and cultural life, and enhance the people’s sense of acquisition and happiness.

Second, the basic principles

Adhere to demand orientation. Pay attention to the analysis and induction of major scientific and technological needs in the cultural field, and promote the supply-side structural reform and demand-side service model innovation in the cultural field with application-driven and market-oriented.

Adhere to the problem orientation. Break down departmental boundaries, industry barriers and thinking barriers, focus on solving problems such as scattered policy resources and insufficient transformation of achievements, make overall plans with systematic thinking, and strive to build a new development pattern.

Adhere to digital transformation. Aim at the characteristics and trends of digital cities in the future, accelerate the digitalization strategy of cultural undertakings and cultural industries, and promote technological innovation and expand cultural development space with digital transformation.

Adhere to high-quality integration. Give full play to the leading and supporting role of science and technology, promote the cross-industry and cross-departmental infiltration and integration of culture and technology, expand the industrial chain through innovation chain, constantly transform traditional formats, and give birth to emerging formats.

Third, the main objectives

By 2025, the integration and innovation system of culture, science and technology will continue to improve, and a new pattern of cultural industry development dominated by new kinetic energy of science and technology will basically take shape. Strive to build more than five national demonstration bases for cultural and technological integration, about 10 national leading enterprises for cultural and technological integration, create 10 Shanghai-level key laboratories for cultural and technological integration, and create a series of innovative demonstration projects for cultural and technological integration that reflect the characteristics of an international cultural metropolis, so as to make cultural and technological integration an important engine for the high-quality development of culture.

Fourth, key tasks

(A) the implementation of cultural and technological integration of key technological breakthroughs

Promote the integration of culture and art with communication, psychology and computing science, and develop emerging interdisciplinary subjects such as aesthetic computing, emotional computing and social computing, and basic research such as digital culture protection and big data application algorithm model. Carry out technical research in the field of artistic creation, such as intelligent creation, auxiliary arrangement, comprehensive design and simulation of stage performance, and rendering of large-scale complex scenes. Carry out research and development of experience interaction and presentation technologies such as intelligent scene perception, user behavior analysis, human-computer interaction, mixed reality, holographic performance and immersive performance. Encourage the research on new materials, new processes and new utilization of intangible cultural heritage, and promote the research on multi-information extraction technology of ancient books, ancient ceramics and other cultural relics.

(2) Promoting the construction of cultural big data system as a whole.

Taking the national patriotic education demonstration base and the national first-class museum in this city as the pilot, we will establish a unified implementation standard system, carry out high-precision data collection of precious cultural relics, and realize multi-dimensional identification and association of cultural data. Promote the construction of Shanghai cultural database in stages and gradually connect and open up various cultural databases. According to the requirements of "physical distribution, logical association, fast connection and efficient search", Shanghai cultural private network and municipal cloud platform will be built to provide basic computing power and cloud services for storage management, retrieval scheduling, secure transmission and transaction operation of data resources. Promote the construction of demonstration sites of cultural digital experience halls (parks), and promote red culture and excellent traditional culture to enter communities, campuses, shopping malls and living rooms.

Support qualified mainstream media to create a new network communication platform with independent control and strong communication, accelerate the construction of an all-media communication system, and cultivate an all-media matrix with strong influence on people’s livelihood, finance, science and technology, and international publicity. Establish Shanghai Media Convergence Development Technical Advisory Committee, and strengthen forward-looking research in the field of media convergence technology. Build and make good use of the media integration development laboratory, adhere to the principle of "opening the door to strengthen technology", and work together with universities, research institutes, technology companies and Internet platforms to promote independent innovation of key technologies. Deeply integrate online and offline resources, strengthen the function of "news+government affairs+service" in district-level media centers, and build news and information distribution centers in various districts. Accelerate the integrated development of IP-based cable TV networks, intelligent transformation and upgrading, and radio and television 5G construction.

(D) to promote the digital construction of public cultural services

Accelerate the digitalization and intelligent construction of public cultural venues. Promote "contactless service" in public cultural venues and advocate "digital accessibility" in public cultural services. Encourage venues to cooperate with enterprises, innovate interactive experience applications, and enrich intelligent application scenarios. We will improve the service and management system of public cultural institutions, promote the optimization of the functions of various online cultural platforms, create intelligent and convenient digital public cultural services, and promote a more balanced, convenient, accurate and sufficient public cultural service guarantee through digital transformation. Strengthen the construction of public cultural digital resources, increase the construction of micro-video (audio) frequency, massive open online course and other resources, and improve the supply system of digital public cultural services. Integrate public cultural service data, connect the "one network to run" platform and the construction of cultural big data system, and strengthen the mining, analysis and application of public cultural data.

(V) Implementing technological empowerment of advantageous cultural industries.

Layout of high-tech film capital infrastructure, strive to build 4 high-tech film bases and 14 high-tech studios, and build an industrial functional service platform for high-tech overall solutions. Vigorously develop new formats such as online display, trading and customization of artworks. Create a number of cultural performances that are integrated with high-tech stage technology and digital virtual technology, and jointly implement "going to the cloud, using numbers and empowering wisdom" with the head Internet platform and technology companies to open up the webcast performance market. Support the research and development of popular science games and 5G cloud games, promote the construction of China Game Industry Research Institute and 5G e-sports competition center, improve the technical level of e-sports production and dissemination, and accelerate the formulation of e-sports industry standards. Encourage well-known online cultural enterprises in China to settle down and set up R&D centers, laboratories and technical research institutes, and support the production and distribution of excellent original online dramas, online music, online animation and online games in Shanghai. We will promote the construction of key laboratories for creative design, industry innovation centers and public service platforms for industrial chain design innovation, and promote the application of new technologies, new processes and new materials.

(6) Open up new cultural technology application scenarios.

Establish a mechanism of "revealing the list and taking the lead" for the benchmarking scene of cultural digital transformation. Construction of Shanghai Red Cultural Resources Information Application Platform "Hongtu". Support the construction of big data platform and digital map project of Shanghai physical bookstore. Promote the comprehensive coverage of the pattern of "internet plus Civilized Practice+Volunteer Service" and launch a visual distribution map of the city’s civilized practice and volunteer service-related data. Construction of Shanghai School Children’s Palace Activity Management Platform. Promote the digital transformation of cultural venues such as museums, art galleries, libraries and theaters. Build "digital scenic spots" and "digital hotels" and strengthen the construction of "building readable" service system. Promote the innovation of modes such as "cultural and business travel+online new economy", "network experience+living consumption" and "unmanned economy". For innovative products with market promotion prospects, priority should be given to the Recommended Catalogue of Innovative Products in Shanghai, which supports the government’s first purchase and ordering, and priority should be given to the application scenario units for deployment and use.

(seven) improve the level of intellectual technology of cultural equipment.

Introduce a number of internationally advanced cultural equipment enterprises and give support to the establishment of R&D design centers and laboratories. Increase support for cultural equipment integration service enterprises, and encourage enterprises to provide a "one-stop overall solution" program. Give priority support to the city’s cultural equipment project to declare the first breakthrough and demonstration application of high-end intelligent equipment in Shanghai. Construction of Industry-University-Research combined with cultural equipment research and development training base, to carry out cultural equipment professional training. Hold the Shanghai Global Digital Technology Creative Design Competition, and build an incubation platform for digital cultural equipment creativity and technology trading. Build the headquarters base of digital cultural equipment industry in Lingang New Area, and promote Shanghai to become an important integration, display and procurement center of digital cultural equipment.

(eight) to strengthen the construction of cultural and scientific integration carrier.

Support Shanghai Zhangjiang, Shanghai Science and Technology Museum and other national cultural and technological integration demonstration bases to become stronger and bigger. Support the construction of national key laboratories within the city, and cultivate a number of top cultural and scientific achievements in the industry. Identify and award a number of municipal demonstration bases and key laboratories, and encourage mature municipal demonstration bases to create national demonstration bases. Establish a statistical work system and evaluation system for the integration of culture and science and technology in demonstration bases, set up databases of key enterprises, establish characteristic industry incubators, and build public service platforms such as technical services, property rights protection, achievement trading, event display, and financial investment. Improve the service level of national foreign cultural and trade bases and other essential platforms, and provide professional services such as bonded equipment leasing and overseas channel expansion for cultural and technological enterprises. Encourage each district to build a unique regional innovation and development pattern of cultural and technological integration, and create an internationally influential industrial cluster and a new landmark of culture and technology.

(9) Improve the construction of an innovative system integrating culture, science and technology.

Construct a cultural, scientific and technological innovation system with enterprises as the main body, market as the guidance and Industry-University-Research as the combination. Take the national demonstration base of cultural and scientific integration as the core carrier, and form a development model with leading backbone enterprises as the fulcrum, connecting the upper, middle and lower reaches, and closely cooperating with large, medium and small enterprises. Give full play to the leading role of demonstration enterprises in model innovation and integrated development, and accelerate the piloting of various innovation and entrepreneurship policy systems and management mechanisms. Establish a cooperation mechanism for major projects, carry out collaborative innovation of key core technologies, and jointly build application demonstration scenarios and industrialization promotion. Clarify the functional orientation of various innovation subjects such as enterprises, research institutes, universities and social organizations, and build an open and efficient innovation network.

(ten) to speed up the industrialization of cultural and scientific achievements.

Give full play to the function of the eastern central platform of national technology transfer, promote the docking and transformation of supply and demand of the results of cultural science and technology integration, and cultivate and develop institutions engaged in scientific and technological consultation, technology evaluation, business incubation, technology transfer and other services for cultural industry innovation. Give full play to the functions of Shanghai Technology Exchange, establish a trading market system for cultural and scientific achievements, and realize the functions of listing achievements and capabilities, confirming rights and pricing, and trading services. Give play to the role of global technology transfer conference, artificial intelligence conference and other major festivals and exhibitions, and build the latest scientific and technological achievements display platform, the demand docking platform for enterprise innovation achievements, and the first purchase platform for innovative products of small and medium-sized enterprises.

(eleven) to strengthen the development and promotion of cultural and technical standards.

Implement the standardization strategy, improve the cultural and technical standardization system, strengthen the development and promotion of standards, promote technology patenting and industrial standardization, and improve the construction of industrial evaluation system. Encourage head enterprises and industry organizations to actively participate in the development of standards and promote Shanghai’s superior technologies and standards to become national standards and international standards. Strengthen the implementation and supervision of cultural and technical standards, and promote cultural and technical standards in collaboration with multiple agents. Use the relevant policies of the "Belt and Road Initiative" to promote the "going out" of standards-based cultural, scientific and technological innovations.

(12) Strengthen the protection and utilization of cultural, scientific and technological intellectual property rights.

We will improve the intellectual property evaluation system in key areas of cultural and technological integration such as digital publishing, animation, online games, online audio-visual and creative design, and establish and improve the credit guarantee mechanism for intellectual property rights. Encourage cultural and technological enterprises to apply for, register and register intellectual property rights in a timely manner. Set up a digital copyright registration center to encourage cultural and technological enterprises to register copyright. Explore the establishment of relevant standards, operational procedures and standard models for digital copyright transactions, and use blockchain technology to solve problems such as cultural data confirmation, value evaluation and secure transactions. Promote the construction of a "one-stop" service system covering all fields of culture, science and technology, such as rapid review, rapid confirmation of rights and rapid protection of rights, and intensify the protection of intellectual property rights and law enforcement of illegal infringement.

V. Safeguards

(A) the establishment of a coordinated promotion mechanism

Establish a working mechanism led by the Propaganda Department of the Municipal Party Committee and the Municipal Science and Technology Commission, with the participation of the Municipal Party Committee Information Office, the Municipal Economic Information Commission, the Municipal Bureau of Culture and Tourism, etc., to make overall coordination and make decisions on major plans and major projects for the integration of culture and technology. (2) Increase policy support.

Encourage cultural science and technology enterprises to declare and identify "specialized and innovative" enterprises, "little giant" enterprises and high-tech enterprises in this Municipality, and give priority support to enterprises that declare special funds for the development of small and medium-sized enterprises. We will implement the preferential income tax policy for cultural high-tech enterprises and the deduction policy for R&D expenses. (3) Deepening the "streamline administration, delegate power, strengthen regulation and improve services" reform

Government departments should strengthen their understanding of the fields of culture, science and technology and digitalization, accumulate professional experience and knowledge, and carry out professional governance. Implement an inclusive and prudent supervision method for new models and new formats in the field of culture, science and technology. Release the open list and open information of scientific research facilities and instruments in the field of culture and science and technology to the society, and promote the open sharing of scientific research facilities and instruments.

(D) Strengthen the construction of think tanks and personnel training.

Establish a normalized expert consultation mechanism. Encourage cultural and technological enterprises, parks and platforms, establish professional training bases in conjunction with institutions of higher learning and scientific research institutions, and focus on accelerating the cultivation of innovative, compound and export-oriented cross-border cultural and technological talents. Relying on Publicity Department of the Communist Party of China’s famous cultural figures and "four batches" talents, Publicity Department of the Communist Party of China’s propaganda and ideological and cultural young talents and Shanghai’s leading talents training plan, we will strengthen the introduction of high-level talents and innovative and entrepreneurial teams, and build a high-level cultural and technological cross-border talent information base.
