On July 11th, the Comprehensive Department of National Energy Administration announced the bidding results of state subsidies for photovoltaic power generation projects in 2019. It is planned to include 3,921 projects in 22 provinces (autonomous regions and municipalities) such as Beijing and Tianjin in the scope of state bidding subsidies in 2019, with a total installed capacity of 22,788,642 kilowatts, including 366 ordinary photovoltaic power plants with an installed capacity of 18,123,316 kilowatts and 3,555 industrial and commercial distributed photovoltaic power generation projects. After the projects are connected to the grid as required, they will be included in the scope of national bidding subsidies according to policies and enjoy state subsidies.

Development and Reform Commissions of all provinces, autonomous regions and municipalities directly under the Central Government (Energy Bureaus), regulatory agencies dispatched by the National Energy Administration, State Grid Corporation, China Southern Power Grid Corporation, Inner Mongolia Electric Power Company, and National Renewable Energy Information Management Center:

According to the Notice of the National Energy Administration on Matters Related to the Construction of Wind Power and Photovoltaic Power Generation Projects in 2019 (Guo Neng Fa Xin Neng [2019] No.49), on the basis of organizing projects and reviewing and reporting by the energy authorities of various provinces (autonomous regions and municipalities directly under the Central Government), the Bureau organized and carried out the bidding ranking of state subsidies for photovoltaic power generation projects in 2019. The bidding ranking results and relevant requirements are hereby notified as follows.

First, following the principle of fairness and justice, the National Renewable Energy Information Management Center is entrusted to review and bid for the projects reviewed and declared by the provincial energy authorities, and Beijing, Tianjin, etc.3,921 projects in 22 provinces (autonomous regions and municipalities) were included in the scope of national bidding subsidies in 2019, with a total installed capacity of 22,788,642 kilowatts, including 366 ordinary photovoltaic power plants with an installed capacity of 18,123,316 kilowatts, and 3,555 industrial and commercial distributed photovoltaic power generation projects with an installed capacity of 4,665,326 kilowatts. The specific list was published on the website of the National Energy Administration. After the projects are connected to the grid as required, they will be included in the scope of national bidding subsidies according to policies and enjoy state subsidies.

Second, please ask the relevant provincial energy authorities to organize all project units and project locations to conscientiously implement the conditions and commitments of the declared project in accordance with the relevant requirements of the document No.49 [2019] of Guo Neng Fa Xin Neng, and do a solid job in the construction of projects to be included in the scope of national bidding subsidies in 2019; Power grid enterprises are requested to do a good job in the construction of photovoltaic power generation projects in accordance with relevant requirements, ensure timely grid connection of projects, and jointly promote the healthy, orderly and high-quality development of photovoltaic industry.

Third,Please ask the relevant provincial energy authorities to organize all project units to establish a monthly report system of construction progress, and report the situation as of the end of last month online in the national renewable energy information management system before the 5th of each month, and urge to speed up the construction to ensure the timely completion of grid connection. For those who are not connected to the grid at full capacity within the time limit, the grid-connected electricity price subsidy will be reduced by 0.01 yuan/kWh for each quarter overdue; If the grid connection has not been completed within two quarters after the quarter where the production is declared, the project subsidy qualification will be cancelled.

Four, please send regulatory agencies to strengthen the supervision of the national bidding subsidy project construction, power grid delivery and implementation, grid connection and consumption. Our bureau will do a good job in dynamic tracking management of the list according to the actual situation of project conditions implementation and construction implementation.
