The number of people participating in the three social insurances of basic pension, unemployment and work injury increased from 790 million, 150 million and 190 million in 2012 to 1.04 billion and 230 million in June 2022 respectively. Support capacity has been continuously enhanced. The accumulated balance of three social insurance funds is 6.9 trillion yuan, the annual revenue and expenditure scale of social insurance funds exceeds 13 trillion yuan, and the market-oriented investment and operation funds exceed 8 trillion yuan.   On December 20th, the Ministry of Human Resources and Social Security announced that the 25th meeting of the 12th the National People’s Congress Standing Committee (NPCSC), which opened a few days ago, reviewed the Decision (Draft) on authorizing the State Council to temporarily adjust and implement the relevant provisions of the Social Insurance Law of People’s Republic of China (PRC) in the administrative areas of 12 pilot cities where maternity insurance and basic medical insurance were combined (hereinafter referred to as the Draft).

  According to the Legal Evening News, on the morning of December 19th, entrusted by the State Council, Minister Yin Weimin of Ministry of Human Resources and Social Security explained the Draft. The draft stipulates that 12 places, such as Handan and Neijiang, will be used as pilots to temporarily incorporate maternity insurance funds into the collection and management of employees’ basic medical insurance funds.

  Among them, industrial injury insurance and maternity insurance are entirely borne by enterprises, and individuals do not need to pay. Therefore, after the merger of maternity insurance and medical insurance, the total cost of personal deposit will not change, and the salary you get will naturally not change.

  What are the benefits to us after the merger of the two insurances?

  Personal aspect

  First of all, the reimbursement process will be more simplified. In the past, medical and maternity reimbursement was not a system, and the hospitalization production expenses of female employees were generally settled by social security funds in real time, but the prenatal examination expenses needed to be reimbursed and settled separately after production. After the merger of the two, the prenatal examination expenses should be reimbursed together with the general medical expenses, usually once a year.

  Second, the maternity check-up, delivery and related expenses can be reimbursed according to the medical insurance standard, which is higher than the current reimbursement amount according to maternity insurance.
